Chart of the week: primary budgets are the main reason to adjust your portfolio

When primary budget deficits, the budget deficit excluding interest expenses, are presented, many investors, journalists and even economists look at those figures and think: that doesn’t seem too bad. But those seemingly small numbers are extremely misleading.
