The United Kingdom is trying to make it easier for pension funds to invest in venture capital, but European investors and consultants question whether its initiatives address the biggest barriers. In their view, larger funds solve mainly technical issues, while the greatest challenge is helping European companies scale up in fragmented capital markets.
